Will this match exactly like Python or PCRE regex?

Not necessarily — regex flavors differ slightly between languages (lookbehind support, named groups syntax, etc.). This tests JavaScript's specific flavor.

What do the flags (g, i, m) do?

g finds all matches instead of stopping at the first, i ignores letter case, and m makes ^ and $ match the start/end of each line instead of the whole string.
